MIDDLE-AGED HIT BY SURGE OF POTENTIALLY FATAL SKIN ...

BRITISH men and women in their 50s have seen cases of malignant melanoma ? the most dangerous form of skin cancer ? soar from fewer than 500 each year to almost 2,000* since the end of the 1970s, new figures from Cancer Research UK show today (Tuesday).

The sharp increase means that more than five people a day in this age group are now diagnosed with a cancer that can prove fatal if diagnosed at a late stage.

Melanoma rates have more than tripled over the last 30 years,** rising from 7.5 cases of melanoma per 100,000 people in their 50s in Britain to 26.6 cases per 100,000.

And the latest available figures show that the total number of cases of malignant melanoma for all ages increased from around 12,100 in the UK in 2009 to around 12,800 in 2010 ? a rise of more than five per cent.

The earlier cancer is diagnosed, the better chance people have to beat the disease ? this is the goal of a major partnership between Cancer Research UK and Tesco, who are working together to raise awareness about the early signs of cancer, including skin cancer.

The stark rise in melanoma rates highlights the importance of raising awareness of the signs and symptoms of skin cancer, encouraging people to visit their doctor promptly if they notice any unusual changes in their skin, and of the need to be safe in the sun.

As well as Tesco?s in-store awareness campaign, which includes making Cancer Research UK leaflets about early signs of skin cancer easily accessible to millions of customers, Tesco aims to raise ?10million this year to fund 32 early diagnosis research projects across the UK.

One of the projects benefiting from the Tesco Charity of the Year partnership is being carried out by a group of researchers at the University of Edinburgh who are finding new ways to help people recognise the signs of skin cancer earlier.

The team, led by Professor Jonathan Rees, want to see if using web-based images could be more successful at helping people recognise abnormalities than existing information.

Professor Jonathan Rees said: ?People?s idea of what skin cancer looks like is limited to three or four images that are widely used to promote awareness of the disease ? but we don?t think this goes far enough with helping people identify the problem and going to their doctor.

?With support from Tesco, the team in Edinburgh are working to use the internet and the potential it offers to access many images. It?s a bit like bird spotting ? using pictures as a guide to what malignant melanoma could look like and helping people make a better decision about seeing their doctor.

?It?s worrying that melanoma rates are on the rise. But, if caught early, melanoma can be treated very successfully so if we can develop a better system of encouraging people to go to the doctor, this could potentially save a great deal of lives.?

Glenys Shankland, 57, from Derby works as a customer assistant at Tesco. She was diagnosed with malignant melanoma in November 2010.

She said: ?When my husband spotted the mole on the top of my left arm that was very itchy and red, I didn?t think anymore about it. I?m fair skinned and most of my family have red hair, so I try to be careful in the sun but I do enjoy being in my garden. I?ve been sunburnt a few times over the years but I never thought it would put me at risk of skin cancer.

?Fortunately I was at the right place at the right time. We?d just moved house and I needed to register with a new GP so I mentioned the mole then. If we hadn?t moved I probably wouldn?t have gone to the doctor as I didn?t think it looked like skin cancer.?

Glenys had surgery to remove the mole and tissue from around the area to make sure none of the cancer had spread. Because it was caught early she did not need further treatment, just regular check-ups.

She said: ?That?s why the partnership between Cancer Research UK and Tesco means so much to me. It?s vital to we do all we can to spot cancer early so more lives can be saved. I know if my cancer hadn?t been caught early, things could have been very different for me. All too often cancer is detected further down the line when effective treatment becomes more difficult.?

In Great Britain thirty years ago malignant melanoma was the seventeenth most common cancer among people in their fifties, now it is the fifth most common cancer in this age group.

Sara Hiom, director of information at Cancer Research UK, said: ?We know that cancer survival in the UK lags behind the best in Europe and this is likely because of a combination of many factors including late diagnosis.

?Our Spot Cancer Early campaign and partnership with Tesco are raising awareness of the difference early diagnosis can make to surviving cancer.

?Melanoma is a largely preventable disease; people can reduce their chance of developing skin cancer in the first place if they protect their skin from sunburn. But it?s also important that people are aware of the warning signs for malignant melanoma.

?Look out for changes in size, shape, or colour of a mole, freckle or normal patch of skin ? these should be reported to a GP without delay. In particular look for moles or freckles that are asymmetrical, with uneven colours or borders, larger than a pencil top eraser, are itchy or bleed.

?The chances are this won?t turn out to be cancer, but if it is, spotting it early could make a real difference to the outcome.?

$20,000 in-state tuition may not be far off in Washington

OLYMPIA, Wash. (AP) - Washington tuition rates are rising at such a rapid clip that the cost of attending a top university is projected to surpass $20,000 per year for in-state students before the end of this decade.

Those numbers, produced as part of an actuarial analysis for the state's prepaid tuition program, mean that higher education rates may quadruple from 2004 to 2019. Supporters of the university system hope that the state can begin restoring at least some of the cuts to blunt those rising costs.

"We've reached a tipping point," said Democratic Rep. Reuven Carlyle. "We cannot allow tuition to substantially increase in the disproportionate fashion that it has."

Students at the University of Washington are preparing to pay $11,782 in this coming academic year, along with some additional fees not included in the prepaid tuition calculations, up about 15 percent from the year prior. Tuition at the state's most expensive university is projected to grow another 12 percent the year after, 10 percent in the following two years, 8 percent in the next year, followed by consistent 5.5 percent increases thereafter.

By the 2019-20 school year, tuition would be $20,249, plus additional fees.

Margaret Shepherd, the director of state relations at the University of Washington, said universities can do some things to control expenses but that the greatest factor in rising tuition is the level of state support. Tuition comprised about 41 percent of the UW's education budget in 2008, and that is growing to 71 percent for the coming year.

Meanwhile, costs continue to rise, and there's an appetite to expand programs such as engineering and computer science.

Shepherd sees some hope. She believes that if state funding is flat or up in the next budget cycle that Washington can avoid another double-digit tuition increase, though she still expects a need to increase costs for students.

"While we would hope that the rate of tuition growth would slow substantially, it's most likely that there will be some tuition increase to restore services and reinvest," she said.

The state's actuarial analysis is also very conservative. It assumes that state support for education will actually drop a little further. The analysis also assumes that long-term inflationary growth, which has averaged about 4 percent per year over the past two decades, would be about 5.5 percent per year.

Higher education is also getting some promised support from the state's two gubernatorial candidates. Republican hopeful Rob McKenna wants to the state to cover half the cost of college education, compared to about 30 percent now. Democratic candidate Jay Inslee also wants to increase state funding for higher education.

Carlyle said the state has to explore the possibility of new revenues to help pay for higher education, though both candidates for governor have said no new taxes are needed.

The projections are key for prospective investors in Washington's prepaid tuition program, which allows parents to lock in tuition at a rate above current costs but below what they would expect when their kids reach college. Rising rates have pushed the cost of a year's worth of prepaid tuition to $16,300, way up from the $7,600 it cost a few years ago.

None of those numbers account for other major costs of attending university. The total cost of attending the University of Washington and Washington State University as an in-state undergraduate can actually be about $25,000 a year when factoring in the cost of books, transportation, living expenses and other student needs.

Lap band surgery, or laparoscopic adjustable gastric banding, limits food intake by making the stomach smaller with an inflatable silicon ring that is wrapped around the upper part of the stomach, according to WebMD. People who undergo the surgery feel fuller faster, as the stomach can only hold a smaller amount of food, which may help them lose weight.

After lap band surgery, the doctor can make adjustments to the tightness of the band, which changes the speed at which food travels through the digestive system, according to the National Institutes of Health.

Weight loss surgery is not a quick fix, however; maintaining a healthy diet and following an exercise plan are key to keeping the weight off. Consequently, lap band surgery is only recommended for people with a body mass index (BMI) over 40, or over 35 if they also have a weight-related health issue, like sleep apnea or diabetes, according to the NIH.

Like any surgical procedure, lap band surgery carries with it some risks. Research has questioned whether these concerns really outweigh the benefits of slimming down. A small study from 2011 found that by 12 years later almost half of lap band surgery patients had to have the band removed because it had begun to erode. Others experienced infections or an enlarged stomach, and in some people, the band began to eat through the stomach wall, U.S. News reported.

In 2009, five people died soon after lap band surgery at 1-800-GET-THIN clinics in California, leading the FDA to warn consumers about misleading information in ads from the company, Time.com reported.

FORTUNE -- In certain situations ? when the rewards are high and the risks are low -- our brains tell us that it's okay to cheat. We figure out a way to rationalize behavior that may not otherwise align with our values.

Given that business leaders, especially at banks, have lately been in the news for their poor choices, Fortune took a look at what goes on in the mind of a cheater. There are powerful psychological forces behind rule-breaking for financial gain. But the next step -- harnessing those powerful reward pathways in the brain to encourage ethical behavior -- is incredibly difficult.

"Unfortunately, we know a lot of these rationalization behaviors that people engage in. We're not quite as good yet about figuring interventions," says David Mayer, a management professor at the University of Michigan's Ross School of Business. Still, there are some ways to avoid or fight the temptation to cheat.

The best way to handle a high-pressure, unethical situation is to never get involved in one at all. That's easier said than done, but leaders can work on the front-end to communicate solid business values to employees and shareholders. "If you advertise that you are trying to be ethical, you're going to wind up hiring more ethical people. It's kind of that field of dreams thing: if you build it, they will come," says Mark Frame, a psychology professor at Middle Tennessee State University who specializes in workplace psychology.

"I'm not sure that we will successfully, at least for a long time, be able to get rid of the market pressure," says Staw. Given that, "people need to know where the boundary is," and it should go beyond prohibiting illegal behavior. "Companies need to say, okay, you might not get arrested for this, but it is over the line."

Strict internal policies could do some damage control. Leaders ought to work on sanctioning unethical behavior before it gets to a level that regulators would flag. "There would have to be a message within companies, not just that 'if we're caught by regulators, you're going to fry,'" says Staw. "It's that 'if you are going over the line legally, as soon as we find out about it, you will immediately lose your job and we will decide whether or not to report you to various authorities.'"

This isn't a very fun reward pathway; it's more about instilling fear of personal punishment than rewarding people for making money.

For leaders to establish those policies, they're going to have to fear the consequences themselves. To that end, some of the recent high-profile resignations at banks -- CEO Bob Diamond at Barclays (BCS) and head of compliance David Bagley at HSBC -- could serve as examples to other finance executives that someone at the top will take the fall for systemic problems. That could force those top execs to adhere to their stated ethical code, Staw suggests.

In a high-pressure and close-knit work environment, it's easy to get tangled in a tight circle of people behaving a certain way, says Frame. Certain choices may seem right within the group, but the outside world will view them differently. "Executives really need to start thinking about, not what it is they are doing, but how is it that they are being judged. They don't always understand how it is going to come out in the court of public opinion," says Frame.

Taking a step back, we might have a more ethical corporate environment if we trained people better before they get in a moral crucible at a big company. Ethics training might be due for a revise, starting at the business school level -- especially since business school students might view ethics a little differently than others. In a 2006 paper published in the Journal of Business Ethics, researchers surveyed 268 students in various fields about cheating. While business students didn't report cheating more often than others, they had significantly more relaxed standards about what it meant to cheat.

The idea that our ethics are hard-wired is a fallacy, Mayer says. "I think a lot of it comes from this idea that who you are is determined early on -- did you have good parenting, did you have good friends? In reality, that's a piece of the puzzle, for sure, but we de-emphasize our environment and the environment that we create."

By paying attention to how the environment affects our choices, people can begin to treat their ethics as a skill to develop and continue developing, even as students graduate, enter the workforce, and become executives.

"If we can understand some of these processes, then we can do a better job of developing ? intervention," Mayer says, and that is in business professionals' best interest. "You really want people to be able to act in line with their values. People feel good when they do that, so how do you provide tools to help people do that?"

As a kind of ethical tool, Mayer tells his students that, when asking themselves if they did the right thing, "If the moral conclusion you come to is exactly what would be in your own self-interest, it's worth checking again." It's a simple but elegant thought.

Are you competing for the same 3-7% of clients? - Certified Fitness ...

If you are working as a fitness nurse or even as a fitness professional, with the ?nurse? in your back pocket, and are wondering why you can?t get people to sign up for your services and programs?

"Damn! I'll just get a strong safety pin and put on a large sweater that covers my zipper".

?

It?s probably because you are marketing to the same 3-7% of people that everybody else is trying to get.? This very small amount of people can choose whomever/whatever they want, because they have so many offers!? Here?s an example of the 3-7%:

  • They are already in the gym and are bombarded with you and everybody elses? specialty classes and personal training, customized nutrition/weight loss?and bootcamps.?Everybody here is suffering from ?bright shiny object? disease.? Someone gets a new certification and highlights it at your gym, at no or low cost, and it?s new and shiny, for right now.? People sign up for a while, then get bored, quit??and sign up for the next thing, because they are ?gym? invested members not ?your? invested?members.

?

Do you know who your ideal client is?? Let?s say you do.? Well that 7% or a little more of your ideal clients are open to buying your service/product, but are not actively looking.? They have the problem that you can solve, but they haven?t made a decision and are not taking any action.? The example looks like this:

  • They are conscious enough about their health that they go to annual physicals or are even under a doctor?s care.? This 57 y.o. woman ?sees? her expanding gut everyday, but just gets a bigger shirt to cover it up.? Everyday?that she has bagel and coffee (light and sweet) for breakfast?? pizza or chinese food for lunch, she knows that her diabetic borderline blood sugar is about to burst, but she is consoled by ?friend and co-workers? that she works hard and ?deserves? to enjoy her lunch.? So she returns to her desk bloated and takes a Tums (for the calcium) to feel like she did something healthy for the day.? She ?feels? the shortness of breath after having to take one flight of stairs, but?eventually recovers and vows to ?call out? from the lobby the next time the elevator is not working.? This person knows about you, but are not taking action.? They need help making a committed decision.

The next group is a large 30% of your ideal client.? This large percentage of
your ideal clients are aware they need you, but further distance themselves from your services. Like the above example, they may have the same scenarios, but feel that right now is not the time.? ?Down the road? is better for them, not now.? An example of this type of person would be:

  • That similar 57 y.o. prediabetic woman but who avoids the doctor for fear of what the doctor will tell them and will keep trying things ?on their own?? even though they are ?feeling? all the signs of their deteriorating health (and their own efforts still aren?t working).

?

Then there?s the unconscious 30% who don?t about the solution or more specifically, your solution.? They don?t know that they are your ideal client, they don?t know about you.? They are not shopping but they have the problem that you can solve.? An example of this person is:

  • They surround themselves with people who support their poor eating and lifestyle behaviors.? Diabetes, heart disease and other preventative diseases only happen to other people, not them, especially not right now.? They may blame genetics and say things like, ?I?m a big woman,?it?s just who I am? or ?I?m a big guy, I need real food, salads/diets don?t work for me?.?? This person needs education-based marketing about their problem and they need to know that you exist to solve their specific problem.

?

Then there?s the last 30% who will say, ?No?.? Bless them and move on.? No matter what you can solve, they will not want it regardless of what it is, the price, the results, time frame, travel, etc.? This is why I teach you how to be exclusive and specific in your work as a fitness nurse, that way, this 30% is easily identified and you won?t waste your precious time and money on them.

?

The easy 3-7%, that?s very competetive to get their attention, plus this last 30% who will say ?no? regardless (37%) equals a group of people you want to avoid.? You have a much larger 67-68% or more who are the ones you can attract to you and are more likely to buy from you, once they know you exist and how you can solve their problem.? What are you doing to get your message out to your ideal clients as a fitness nurse?

If you don?t know who your ideal client is, you should start there.? Remember if you choose to help everybody, you end up helping no one in the market/business.? You have no distinction and charge what the ?market will bear? instead of what you?re worth.

Israel Blames Iran For Attack in Bulgaria

TEL AVIV?An explosion tore through a bus packed with Israeli tourists in a Bulgarian beach-resort city Wednesday, killing at least six people, wounding more than 30 others and raising tensions in a Middle East already on edge as Israel quickly blamed Iran and vowed revenge.

Plumes of dark smoke rose over the parking lot of an airport in Burgas, on Bulgaria's Black Sea coast, after the blast engulfed the vacationers' bus and triggered fires in other nearby vehicles. Israel's foreign minister said his Bulgarian counterpart told him a bomb had been planted on the bus.

Israeli Prime Minister Benjamin Netanyahu issued a sharply worded statement just hours after the explosion Wednesday declaring that "this is an Iranian terror attack that is spreading throughout the entire world," and adding: "Israel will respond with force."

Smoke billowed from the scene of the explosion, and several buses and cars at the airport parking lot were on fire near the bus.

Tehran didn't immediately issue any comment. No group immediately claimed responsibility.

U.S. President Barrack Obama denounced the attack as "completely outrageous" and said the U.S. "will stand with our allies, and provide whatever assistance is necessary to identify and bring to justice the perpetrators."

Since the start of this year, Israeli diplomatic missions and Israeli tourists have been targeted in a series of attacks and attempted attacks, many of which have been thwarted, in countries ranging from Thailand to Cyprus, where last week authorities said they arrested a Lebanese man on terror charges.

Israel and other governments have linked the incidents to Iran and its Lebanon-based ally, militant Shiite group Hezbollah. Iran has accused Israel of conducting a covert campaign to assassinate Iranian nuclear scientists. Analysts see the alleged Iranian attacks as attempts at retaliation.

"It's obvious there is an Iranian campaign," said Shmuel Bar, an Israeli counterterrorism expert at the Interdisciplinary Center at Herzlya. "It has to do with dissuading Israel by sending a message that if there's an Israeli attack on Iran, then we can cause problems?It's a form of preemptive deterrence."

Wednesday's explosion in Bulgaria comes against escalating fighting in Syria that could alter the dynamics of the conflict between Israel and Iran and Hezbollah. Israel fears Hezbollah and Iran will take advantage of chaos in Syria to launch cross-border attacks into Israel.

But the Burgas attack fits the pattern of recent plots against Israeli interests abroad. Burgas has become an increasingly popular vacation spot for Israelis as tensions between Israel and Turkey have mounted.

The blast struck at around 5:30 p.m. local time, soon after a plane of vacationers from Tel Aviv landed and passengers boarded buses to shuttle them to their hotels.

"I was on the bus and heard a big boom," said Gal Malcha, an Israeli survivor interviewed by Israel's Channel 2 news. "We got out by a hole made from the explosion."

After the explosion, Bulgaria stepped up security for the Jewish community in the Bulgarian capital Sofia, home to most of the country's 5,000 Jews.

It coincided with the anniversary of the bombing of a Jewish community center in Buenos Aires 18 years ago that killed 85 people. An Argentinian magistrate concluded Iran was behind that attack.

Wednesday's attack was the latest in a disturbing chain of incidents that started with alleged plots in Azerbaijan and Thailand in January followed by bomb attacks aimed at Israeli diplomats in India and Georgia in February.

The same month, Thai police arrested two Iranian men in Bangkok after they apparently accidentally triggered explosives they were preparing.

A third Iranian was arrested in Malaysia after fleeing. Thai authorities said the men were planning to assassinate Israeli officials.

In June, Kenyan security forces arrested two Iranians who they said then led them to a cache of explosives that they said they had assembled for attacks on Israeli, British or Saudi targets in the country.

(AP) ? Syrian President Bashar Assad made his first appearance Thursday since a bomb killed some of his top lieutenants, looking calm and composed on state TV even as his forces turned parts of Damascus into combat zones and rebels seized two of the country's border crossings.

The unprecedented attack on Assad's inner circle Wednesday, along with the government's inability to crush the rebels after five days of intense clashes in the Syrian capital, point to an unraveling of his grip on power after 16 months of violence.

"It is a war going on here, literally a war," said a 25-year-old woman in the Muhajereen neighborhood. The sounds of battle had kept her up all night and she stayed home from work because she feared random gunfire, she added.

"It reminded me of that night when the Americans shelled Baghdad nine years ago," said the woman, who spoke on condition of anonymity because she feared for her safety. "I was watching it on TV, but today I'm living a very similar situation."

Even though Assad's powerful military remains mostly loyal ? suggesting a total collapse may not be imminent ? the rebels appeared to be making startling gains as the civil war intensified.

Besides the fighting in Damascus, about a half-dozen rebels took over a Syrian border crossing near the Iraqi town of Qaim, said Iraqi army Brig. General Qassim al-Dulaimi. There are four major border posts with Iraq.

Rebels overtook a Syrian army outpost near the Syrian-Iraq border after clashes that killed 21 Syrian soldiers, he added.

In addition, amateur video posted online showed rebels taking over the Bab al-Hawa border crossing with Turkey, where they stomped on portraits of Assad. The Associated Press could not independently verify the video because the government bars most media from working independently in the country.

A diplomatic solution to ending the bloodshed seemed even more remote after Russia and China again vetoed a Western-backed U.N. resolution aimed at pressuring Assad's government to end the escalating conflict.

Analysts said the regime was clearly shaken by the violence in the heart of its power base of Damascus, but the next step was not clear yet.

"We should not get carried away with speculating about the impending fall of the regime," said Salman Shaikh, director of the Brookings Doha Center and an analyst on regional politics. He said the regime's forces "are still showing a certain amount of cohesiveness in battle."

Citing a network of sources on the ground, the Britain-based Syrian Observatory for Human Rights reported intense clashes in a string of neighborhoods along the southern edge of Damascus, the northeastern neighborhood of Qaboun, and in number of western suburbs.

Gunfire and booms from shelling could be heard throughout the capital, and streets in the hard-hit areas were largely empty, save for government troops or rebels.

On Thursday, many Syrians said they were not waiting around to see if the violence would end any time soon. Thousands streamed across the Syrian border into Lebanon at the Masnaa crossing point ? about 25 miles (40 kilometers) from Damascus.

Hundreds of private cars as well as taxis and buses ferried people across.

Even if Assad did leave power, the opposition is widely perceived to be far too disorganized to take over. There is no clear candidate to lead the country in Assad's absence, and the grim sectarian tint to much of the violence suggests any power vacuum will usher in a bloodbath.

Sunnis make up most of Syria's 22 million people, as well as the backbone of the opposition. But Assad and the ruling elite belong to the tiny Alawite sect, an offshoot of Shiite Islam.

Assad is relying heavily on his Alawite power base to crush the uprising, prompting revenge attacks and fear among other minorities that they face retribution if the regime falls.

Another fearsome factor is the emergence of extremists among the forces looking to oust Assad. Several big suicide attacks this year suggest that al-Qaida or other terrorist forces are joining the fight.

U.S. officials said al-Qaida's presence has risen slightly, with one official putting the estimate at a couple hundred operatives attempting to hijack Syrian unrest. They operate under the name of the Al-Nusra Front, which has claimed responsibility for a series of bomb attacks on regime targets, including a government-run TV station in June, the officials said. But opposition forces, such as the leaders of the rebel Free Syrian Army, have made clear to U.S. officials that they reject the group's methods, because the attacks often occur in public areas where civilians have been killed and injured.

The officials spoke on condition of anonymity because they were not authorized to describe the intelligence and analysis publicly.

Assad has not spoken about the bombing that killed three top aides: Defense Minister Dawoud Rajha, 65, a former army general and the most senior government official to be killed in the uprising; Gen. Assef Shawkat, 62, the deputy defense minister who was married to Assad's elder sister, Bushra, and was one of the most feared figures in the inner circle; and Hassan Turkmani, 77, a former defense minister.

Rebels claimed responsibility, saying they targeted the room where the top government security officials in charge of crushing the revolt were meeting.

Assad's appearance Thursday was carried on state TV without audio, but the report appeared aimed at sending the message that he is alive and well, and in control. The report said Assad, wearing a blue suit and tie, swore in the new defense minister and wished him good luck. The report did not say where the ceremony took place.

Assad does not appear in public frequently, and rumors swirled that there was far more to Wednesday's bombing than meets the eye.

It is still a mystery how anybody could have planted a bomb in such a high-level meeting, inside the National Security building, at a time of deep crisis.

Some observers believe it was almost certainly an inside job, carried out by a sleeper agent who had been a trusted regime confidante. Others speculate the bombing was actually the work of the regime itself, to decapitate a group of leaders who may have been planning a coup.

Adding to the confusion, Syria's state news agency warned citizens that gunmen were disguising themselves in military uniforms to carry out attacks.

"Gunmen are wearing Republican Guard uniforms in the neighborhoods of Tadamon, Midan, Qaa and Nahr Aisha, proving that they are planning attacks and crimes," it said.

In one chilling online video, dozens of dead and wounded were shown on the floor of a mosque in the Sayida Zeinab area, south of Damascus. An off-camera narrator says government helicopters fired on them Wednesday. Another video showed what appeared to be at least 40 bodies wrapped in cloth in a mass grave.

The AP could not verify the video.

Maj. Gen. Robert Mood, the Norwegian head of nearly 300 unarmed U.N. observers in Syria, urged a diplomatic solution, which appears increasingly out of reach.

"It pains me to say, but we are not on the track for peace in Syria," Mood told reporters in Damascus. Hours later at the United Nations, Russia and China vetoed a new Security Council resolution on the crisis.

The resolution would have imposed non-military sanctions against Assad's government if it didn't withdraw troops and heavy weapons from populated areas in 10 days. It was tied to Chapter 7 of the U.N. Charter, which could eventually allow the use of force to end the conflict.

Russia and China have long opposed any moves that put the blame exclusively on Damascus or could pave the way for foreign military intervention in Syria.

The 11-2 vote, with two abstentions, leaves in limbo the future of the 300-member U.N. monitoring team in Syria, whose mandate expires Friday.

A frustrated White House declared that Russia and China placed themselves on the "wrong side of history" and the "wrong side of the Syrian people."

White House spokesman Jay Carney told reporters aboard Air Force One that Washington does not support extending the mission without the necessary backup.

"The United States does not support extending a mission where you send unarmed U.N. employees into Syria to try to observe the brutality of the Assad regime, when there is no mechanism within the resolution to create consequences for the regime for failing to live up to its obligations," he said.

Michigan small business owners overwhelmingly support increasing the state?s renewable energy standard to 25 percent by 2025, according to opinion polling released by Small Business Majority. Nearly eight in 10 (79 percent) Michigan small businesses support setting standards that require utilities to meet a certain percentage of energy demand through renewable energy sources such as wind, solar and bio-fuels (for example, requiring a 25 percent target in renewable fuels by 2025). A state initiative that would require Michigan to have 25 percent of its electric energy produced by renewable resources by 2025 is expected to be on the November ballot.

Michigan small business owners also strongly support government investments in clean energy and believe such investments have an important role in creating jobs and boosting the economy?even if it means an increase in utility costs.

Small business owners in Michigan are eager for pragmatic energy policies that can help them develop new technologies and increase business opportunities. They understand that to survive in this tough economy they need creative solutions to curb costs and increase their competitive edge. These include continued government investments in clean energy and the enforcement of standards that reduce harmful emissions in their communities. Right now, giving small businesses the incentives and tools needed to drive job creation and increase market competitiveness should be a top priority.

The poll, conducted by Greenberg Quinlan Rosner Research, found nearly 7 out of 10 Michigan small business owners agree government has a role in driving our country toward a cleaner, more competitive economy. In fact, small businesses support continued government investment in clean energy technologies, even when asked specifically about Solyndra: Sixty-two percent agree the failure of the company?which received a $535 million loan guarantee from the federal government?doesn?t mean the government should stop investing in renewable technologies.

Small business owners also demonstrated strong support for recently released Environmental Protection Agency standards that require new power plants to reduce their emissions of greenhouse gases. An overwhelming majority?81 percent?favor the EPA?s rule that new power plants reduce previously unlimited emissions of carbon dioxide, methane and nitrous oxide. What?s more, 60 percent would still support this rule even if it means a possible increase in utility prices.

When asked about the biggest problems facing their small business, Michigan small businesses cite the rising cost of doing business, such as higher material and supply costs (37 percent), and lack of consumer demand (32 percent) as their biggest problems. Only 14 percent of small businesses say government regulation is one of their two biggest problems.

While respondents indicated overall support for government investment in general, specific government actions are even more popular. Across the board, small business owners expressed overwhelming support for 14 separate actions the federal government could take to support moving to a clean energy economy. A strong majority showed support for programs such as establishing minimum recycling standards, offering tax credits and rebates for upgrades, creating a ?Green Bank? and increasing fuel efficiency standards.

?EPA regulation of carbon emissions would directly affect my business by increasing awareness of companies that embrace clean alternative energy sources,? said Jonathan Tobias, President of Michigan Green Cabs in Wixom, Michigan. ?Any time we see a shift in our industry?s focus there is a surge in consumer consciousness and support for businesses that embrace cleaner technologies.?

Other findings from the poll include:

  • 86 percent of respondents support EPA rules to reduce the emissions of mercury, arsenic, chromium, nickel and acid gases from new and existing power plants. More than half (53 percent) strongly support it.
  • 74 percent of small business owners favor proposed rules to reduce smog and soot pollution that crosses state lines (the ?Good Neighbor Rule?)
  • 77 percent of Michigan small business owners believe government should play an important role in creating financial incentives that encourage people to take energy efficiency measures, like installing energy efficient light bulbs. Almost eight out of 10 business owners believe government should provide incentives through funding and policy efforts.
  • 65 percent of Michigan small business owners are willing to install solar panels or some other source of clean energy and 57 percent are willing to switch to hybrid or electric vehicles
  • Small business owners polled were politically diverse: 39 percent identified as Republican, 38 percent as Democrat, 10 percent as independent and 13 percent as ?other.

Poll results in this statement represent findings from an Internet survey of 600 small businesses in Michigan, Pennsylvania, Virginia, Ohio, Nevada and Colorado. The poll was conducted by Greenberg Quinlan Rosner Research for Small Business Majority with a margin of error of +/- 4%.
