Atoms with quantum-memory

Feb. 28, 2013 ? Order tends towards disorder. This is also true for quantum states. Measurements at the Vienna University of Technology show that in quantum mechanics this transition can be quite different from what we experience in our daily lives.

Ice cubes in a cocktail glass melt until an equilibrium state is reached in which the ice cubes are gone. After that, the geometric shape of the ice cubes is completely lost. The liquid does not contain any memory of their shape, the ordered ice crystal has turned into disordered water molecules. Ultra cold Bose-Einstein condensates behave differently; these highly ordered clouds of ultra cold particles also approach a disordered equilibrium state, but they retain some "memory" about their initial state for a remarkably long time. This phenomenon does not depend on the temperature, it seems to be a stable, fundamental property of quantum physics.

Stopover on the Way to Chaos

In 2012, the research group around Professor J?rg Schmiedmayer at the Vienna Center for Quantum Science and Technology (VCQ), Vienna University of Technology, were able to show that they have found an intermediate state between order and disorder; the atoms of an ultra cold Bose-Einstein condensate tend towards an equilibrium state, in which their quantum physical properties are not visible any more.

This, however, does not happen continuously like the transition from an ice cube to liquid water. Instead, there is an intermediate step called "prethermalized state," in which the atoms remain for a surprisingly long time without forgetting about their quantum mechanical origin. "If we split the atom cloud into two parts and recombine them after some time, a wave pattern forms," J?rg Schmiedmayer explains. "That is proof that the atom clouds still contain information about having emerged from a highly ordered quantum physical state."

Intermediate State Independent of Temperature

Now the scientists have managed to take a closer look at this transition -- and it turns out to be remarkably stable with respect to external conditions. From experience, we are used to the opposite case: "Imagine a room full of air, and a vacuum in the room next to it," says Max Kuhnert (Vienna University of Technology). "When we open a door between those rooms, the system approaches an equilibrium, until the molecules are evenly distributed in the two rooms. This transition, however, strongly depends on external parameters such as pressure and temperature." The higher the pressure and the temperature, the faster information about the initial state is lost -- be it information about the initial distribution of air molecules or about the geometry of melting ice cubes.

"The prethermalized state of our atom clouds is reached quite independently from pressure and temperature," says Max Kuhnert. The experiments, which have now been published in Physical Review Letters, show that this state is characterized by a new length scale. This so-called correlation length is a direct measure of the quantum memory of the ordered initial state. It is the length scale on which the quantum physical properties of the atom clouds can still be perceived.

"This emergent correlation length is defined by the density of the initial quantum gas, but it only becomes visible in the dynamics of the transition from an ordered state into the prethermalized state" says J?rg Schmiedmayer. "The fact that this correlation length does not depend on the initial temperature at all strongly indicates that the prethermalized state is a fundamental property of quantum physics and has major significance," Max Kuhnert believes. A deeper understanding of this quantum state is expected not only to explain ultra cold Bose-Einstein condensates, it may also shed some light on the processes in the early universe, or it could help to understand phenomena in the quark-gluon-plasma created in high energy particle accelerators.

Bloomberg Businessweek expresses 'regret' over cover illustration

Bloomberg Businessweek is taking a beating from critics who say the magazine's recent cover?featuring a cartoon illustration of what appears to be a black family rolling in cash from a housing rebound?is racist.

"Our cover illustration got strong reactions, which we regret," Josh Tyrangiel, Bloomberg Businessweek's editor in chief, said in a statement to Yahoo News. "If we had to do it over again we'd do it differently."

The Feb. 25 cover depicts the cash-grabbing family members as stereotypical caricatures inside a two-story pink home above the headline "The Great American Housing Rebound."

"Flips. No-look bids. 300 percent returns," the subhead reads. "What could possibly go wrong?"

"The claim that minorities are creating a housing bubble through flipping, no-look bids, and 300% returns is simply not reality," Jacob Gaffney wrote on HousingWire.com. "Flipping is a form of fraud and not a typical transaction. No-look bids are not exclusive to Hispanic and African-American investors. No one is making a 300% return."

"Businessweek Warns That Minorities May Be Buying Houses Again," Matthew Yglesias wrote on Slate.com.

"It?s hard to imagine how this one made it through the editorial process," Ryan Chittum wrote on the Columbia Journalism Review.

Andres Guzman, a Peru-born, Minneapolis-based artist, was commissioned by Bloomberg Businessweek for the illustration. "I was asked to make an excited family with large quantities of money," Guzman wrote on his Tumblr page. "I slipped in my lovely cat, Boo, which was my favorite part. Too bad I wasn?t asked to draw large quantities of cats. Drawing dollars was a drag."

Bloomberg Businessweek has become known for its provocative covers. Tyrangiel was named Advertising Age's 2012 Editor of the Year because of his willingness?along with creative director Richard Turley?to push the envelope.

Last year, the magazine published a cover featuring two commercial jets having plane sex (under the headline "Let's Get It On") to illustrate the Continental-United merger. It also published a cover featuring Mitt Romney?then in the heat of the Republican primary?with the cover art from Bruce Springsteen's 1984 album "Born in the U.S.A." displayed in front of the former Massachussetts governor's backside, supporting the cover line: "SCORNED IN THE USA."

"I'm glad that our covers have captured a lot of attention and that some people call them controversial, but that's really only because the stories themselves are controversial," Tyrangiel told Ad Age. "Part of it is that we have a group of people here who are not afraid to handle really hot subjects."

Simple method devised for determining atrial fibrillation risk in women

Feb. 26, 2013 ? Atrial fibrillation is the most common type of abnormal heart rhythm, affecting 2.5 million Americans. If left undetected or untreated, atrial fibrillation can lead to stroke. Determining who is at increased risk for atrial fibrillation has been difficult, especially among individuals without established heart disease. But now, researchers from Brigham and Women's Hospital have devised and tested a simple atrial fibrillation risk prediction model, based on six easily obtained factors: a woman's age, height, weight, blood pressure, alcohol consumption and smoking history.

The model is published in the online edition of the European Heart Journal on February 26, 2013.

"The real strength of this model is its simplicity," said Brendan Everett, MD, the lead author of the study and a cardiologist at BWH. "Using this tool, we can estimate an otherwise healthy woman's risk of developing atrial fibrillation over the next 10 years. The tool only requires that a patient's health care provider know some basic information about the patient. There is no need for any advanced testing or additional cost in order to use the risk tool."

The risk prediction model was derived and tested in more than 20,000 middle aged women of European ancestry. Researchers found that the new model was significantly better at identifying women at increased risk for atrial fibrillation over the next 10 years than estimating a woman's risk of atrial fibrillation using her age alone.

"Nearly one in four women were reassigned to a more accurate atrial fibrillation risk category by using the new model," said Everett. "While specific interventions to lower a woman's risk of a first atrial fibrillation episode are still in development, this personalized information can help health care providers stress the importance of heart healthy behaviors, including weight loss and moderation of alcohol consumption."

The study also examined whether recently discovered genetic markers for atrial fibrillation risk improved researchers' ability to accurately predict a woman's risk for atrial fibrillation and indeed, the researchers found that a genetic risk score has potential to improve the ability to predict atrial fribrillation. However, Everett notes that while this information is scientifically interesting, more research on genetic testing is needed before this combination model can be recommended for use in the general public. Further research is also needed to determine if the study results would apply to men or a broader population of women.

Fatal hot air balloon crash in Egypt under investigation

A hot air balloon crash near Luxor, Egypt, killed 19 foreign tourists. Two people, including one Egyptian, were also injured. Egyptian officials are investigating what cause the hot air balloon to ignite and crash.

A hot air balloon flying over Egypt's ancient city of Luxor caught fire and crashed into a sugar cane field on Tuesday, killing at least 19 foreign tourists, a security official said.

It was one of the worst accidents involving tourists in Egypt and likely to push the key tourism industry deeper into recession.

The casualties included French, British, Belgian, Hungarian, Japanese nationals and nine tourists from Hong Kong, Luxor Governor Ezzat Saad told reporters.

Three survivors of the crash ? two British tourists and one Egyptian ? were taken to a local hospital. One of those tourists, a British citizen, has now reportedly died.

Egypt's civil aviation minister, Wael el-Maadawi, suspended hot air balloon flights and flew to Luxor to lead the investigation into the crash.

According to the Egyptian security official, the balloon carrying at least 20 tourists was flying over Luxor early Tuesday when it caught fire, which triggered an explosion in its gas canister, then plunged at least 300 meters (1,000 feet) from the sky.

The balloon crashed into a sugar cane field outside al-Dhabaa village just west of Luxor, 510 kilometers (320 miles) south of Cairo, said the official, speaking on condition of anonymity because he was not authorized to talk to the media.

The security official said foul play has been ruled out.

An official with the state prosecutor's office said initial findings show that the accident occurred when the pilot's landing cable was caught around a helium tube. He spoke anonymously because the investigation is ongoing.

The head of Japan Travel Bureau's Egypt branch, Atsushi Imaeda, confirmed that four Japanese died in the crash. He said two were a couple in their 60s from Tokyo. Details on the other two were not immediately available.

In Hong Kong, a travel agency said nine of the tourists that were aboard the balloon were natives of the semiautonomous Chinese city. There was a "very big chance that all nine have perished," said Raymond Ng, a spokesman for the agency. The nine, he said, included five women and four men from three families.

They were traveling with six other Hong Kong residents on a 10-day tour of Egypt.

Ng said an escort of the nine tourists watched the balloon from the ground catching fire around 7 a.m. and plunging to the ground two minutes later.

In Britain, tour operator Thomas Cook confirmed that two British tourists were dead and two were taken to a hospital.

"What happened in Luxor this morning is a terrible tragedy and the thoughts of everyone in Thomas Cook are with our guests, their family and friends," said Peter Fankhauser, CEO of Thomas Cook UK & Continental Europe.

"We have a very experienced team in resort with the two guests in the local hospital, and we're providing our full support to the family and friends of the deceased at this difficult time," he said.

In Paris, a diplomatic official said French tourists were among those involved in the accident, but would give no details on how many, or whether French citizens were among those killed.

Speaking on condition of anonymity because he wasn't authorized to be publicly named according to government policy, the official said French authorities were working with their Egyptian counterparts to clarify what happened. French media reports said two French tourists were among the dead but the official wouldn't confirm that.

Hot air ballooning, usually at sunrise over the famed Karnak and Luxor temples as well as the Valley of the Kings, is a popular pastime for tourists visiting the area. Tickets for a hot air balloon ride per person are around 200 Egyptian pounds, or roughly $30.

The site of the accident has seen past crashes. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.

Egypt's tourism industry has been decimated since the 2011 uprising and the political turmoil that followed and continues to this day. Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.

Scared off by the turmoil and tenuous security following the uprising, the number of tourists coming to Egypt fell to 9.8 million in 2011 from 14.7 million the year before, and revenues plunged 30 percent to $8.8 billion.

Magda Fawzi, whose company operates four luxury Nile River cruise boats to Luxor, said she expects the accident will lead to tourist cancellations. Tour guide Hadi Salama said he expects Tuesday's accident to hurt the eight hot air balloon companies operating in Luxor, but that it may not directly affect tourism to the Nile Valley city.

Poverty swelled at the country's fastest rate in Luxor, which is highly dependent on visitors to its monumental temples and the tombs of King Tutankhamun and other pharaohs. In 2011, 39 percent of its population lived on less than $1 a day, compared to 18 percent in 2009, according to government figures.

In August, Egypt's Islamist President Mohammed Morsi flew to Luxor to encourage tourism there, about a month after he took office and vowed that Egypt was safe for tourists.

"Egypt is safer than before, and is open for all," he said in remarks carried by the official MENA news agency at the time. He was referring to the security situation following the 2011 ouster of autocratic leader Hosni Mubarak.

Deadly accidents caused by poor management and a decrepit infrastructure have taken place since Morsi took office. In January, 19 Egyptian conscripts died when their rickety train jumped the track. In November, 49 kindergarteners were killed when their school bus crashed into a speeding train because the railway guard failed to close the crossing.

The Muslim Brotherhood, Egypt's most powerful political force and Morsi's base of support, blames accidents on a culture of negligence fostered by Mubarak.

Little telescope to hunt big game: hard-to-see near-Earth asteroids

Canada's NEOSSat space telescope was launched Monday atop an Indian rocket. It will monitor two groups of asteroids whose proximity to the sun makes them hard to see from Earth.

Housed in a spacecraft the size of a large suitcase, the space telescope physically is a munchkin among behemoths. Its light-gathering mirror is only about 6 inches across.

But from its orbit nearly 500 miles above Earth, NEOSSat will be able to view faint near-Earth asteroids in a region of space that is tough for terrestrial telescopes to tackle.

The $25 million NEOSSat mission is one of seven satellites the Indian Space Agency lofted Monday aboard a single rocket launched from the Satish Dhawan Space Center, some 50 miles north of Chennal, on India's east coast.

Ground stations have made contact with NEOSSat, "and the basics are green," says Alan Hildebrand, a researcher at the University of Calgary in Alberta and the project's lead scientist.

To date, astronomers say they have discovered between 90 and 95 percent of the approximately 1,000 near-Earth asteroids estimated to be larger than half a mile across.

In 2005, Congress instructed NASA to hunt for smaller asteroids ? setting a goal of finding 90 percent of near-Earth asteroids 500 feet wide and larger by 2020.

But as the Chelyabinsk asteroid demonstrated on Feb. 15, objects far smaller can inflict damage. At about 55 feet across, and with a mass estimated at 10,000 tons, the asteroid exploded high over the Ural mountains. The shock waves damaged an estimated 4,300 buildings and injured nearly 1,500 people.

With tens of millions of objects this size orbiting the sun, the recurrence rate for collisions with a Chelyabinsk-like object averages once every 100 years, according to Paul Chodas, with NASA's Near-Earth Objects Program Office at the Jet Propulsion Laboratory in Pasadena, Calif.

Survey shows China manufacturing at 4-month low

BEIJING (AP) -- A survey shows China's manufacturing activity this month has declined to a four-month low in a reminder of possible threats to its shaky economic recovery.

HSBC Corp. said Monday the preliminary version of its purchasing managers index for February fell to 50.4 on a 100-point scale on which numbers above 50 show activity expanding. That was down from January's 52.3.

Growth in the world's second-largest economy rebounded in the final quarter of 2012 but analysts say a recovery will be gradual and could be vulnerable if trade or investment decline.

HSBC said its survey found export orders decreased while output and overall orders grew at a slower rate.

HSBC economist Hongbin Qu says in a statement that "the Chinese economy is still on track for a gradual recovery."

Markets brace for crucial Italy election test

MILAN (Reuters) - Investors are awaiting the outcome a wide open Italian election that could trigger a sell-off in stocks and bonds and renew concerns about the euro if the polls bring an unstable government.

Polling stations open for a second and final day on Monday and exit polls will be published soon after they close at 3 p.m. (1400 GMT).

Opinion polls have suggested the center-left Democratic Party (PD) of Pierluigi Bersani could secure a narrow victory in the recession-hit country, the euro zone's third-largest economy.

But the rise of anti-establishment comedian Beppe Grillo's 5-Star Movement and the impressive comeback of center-right leader Silvio Berlusconi have cast doubt over Bersani's ability to govern even if he forms a coalition with the centrist party of outgoing technocrat Prime Minister Mario Monti.

Exit polls soon after 1400 GMT could spark an initial market reaction although a clear political picture may emerge well after market close. Official results are expected by early Tuesday.

"If we don't have an indication of clear winner, there will be pressure on Italian bond yields," said Ishaq Siddiqi, market strategist with trading house ETX Capital who said markets were expecting a Bersani win.

"If this is confirmed, there should be a short-lived positive reaction and the euro should go up," he said.

"But next immediate question for the market will be how viable the winning coalition will be and whether it is able to continue with much-needed reforms."

Italian stocks, which had remained mostly stable in the last two weeks before the vote, lost ground on Thursday on concerns that the rise of Berlusconi and Grillo would make it more difficult for PD to secure a majority.

A debt auction scheduled for 1000 GMT on Monday could give an early indication of whether nervousness is prevailing. Italy is selling up to 4.25 billion euros in two-year zero-coupon bonds and inflation-linked BTPei bonds.

This, and the sale of six-month BOTs on Tuesday, should be a relatively safe play for the Italian Treasury ahead of a more challenging auction on Wednesday of 10-year bonds, which have been sold off by some foreign investors ahead of the elections.

"Most investors adjusted positions on Italy's debt two weeks ago and now they are sitting on the fence, waiting for the outcome of the election," said Luca Cazzulani at UniCredit.

"On Monday we could see volatility and the market may react to rumors on the polls ... The volatility may imply somewhat higher rates for Rome relative to most recent auctions, but I do not see difficulties on the demand."

WHAT NEXT?

The yield gap between 10-year Italian and German bonds stood at around 288 basis points on Friday, nearly half levels seen in late 2011, when Monti was called in to bring Italy back from the brink of a possible default that would have sunk the euro zone.

But Italian borrowing costs are still far too high, Italian bankers and businesses say.

"We need political stability and lower bond spreads," said UniCredit boss Federico Ghizzoni. "At 270, 280, 290 basis points the spread is unsustainable. Either it goes down or it creates serious problems for the Italian economy."

Analysts say 10-year bond yields, now at around 4.40 percent could drop to 4 percent if the vote delivers a stable government, but would rise towards 4.75-4.90 if results are inconclusive.

The European Commission is forecasting Italy's economy to shrink by 1 percent in 2013, worst than previously expected and a painful reminder of the challenges awaiting Monti's successor.

"Foreign investors fear government instability in Italy or a fragmented government," said a senior Italian banker. "If this is the case, we could see a lot of market volatility."

Many Italians are already expecting a new general election should the new government turn out to be a very weak one.

"Our base case is for a weak Bersani-plus-Monti coalition potentially needing to be enlarged to take in other minor parties," said Antonio Guglielmi, an analyst with Mediobanca. "This would clearly not generate a strong government."

Oscars expand social media outreach for 85th show

LOS ANGELES (AP) ? The Academy of Motion Picture Arts and Sciences is encouraging celebrities to tweet during the Oscars.

The film organization has expanded its digital outreach for the 85th Academy Awards with a new feature that lets stars to snap photos of themselves backstage during Sunday's ceremony and instantly post them online.

What Twitter calls a "Magic Mirror" will take photo-booth-style pictures of participating stars in the green room and send them out on the academy's official Twitter account. Organizers expect multiple celebrity mash-ups.

The backstage green room is a private place for stars to hang out before taking the stage and is typically closed to press and photographers.

The Magic Mirror is "giving access to fans at home a part of the show they never got to experience before," Twitter spokeswoman Elaine Filadelfo said Friday.

A new video-on-demand/instant replay feature also being introduced Sunday will allow Oscar fans to view show highlights online moments after they happen and share them with friends on Twitter and Facebook. Dozens of clips from the red carpet and the awards telecast will be available on the official Oscar website beyond Sunday's ceremony.

Oscar.com also offers other behind-the-scenes interactive features, including various backstage camera perspectives and a new live blog that aggregates the show's presence across social media. It will track the traffic on whatever makes a splash, like Angelina Jolie's right leg did last year.

The academy wants to make its second-screen experience just as rich as its primary one.

"Social media is now mainstream," said Christina Kounelias, chief marketing officer for the academy.

"We're not doing social media to reach out to young kids," said the academy's digital media director, Josh Spector. "We're doing it to connect with all Oscar fans."

Pope's last blessing from window drawing crowd

VATICAN CITY (AP) ? Pope Benedict XVI has given his pontificate's final Sunday blessing from his studio window to the cheers of tens of thousands of people in St. Peter's Square.

Benedict says even though he's retiring on Thursday from the papacy, the first pope in 600 years to do so, he's "not abandoning the church." Instead he says he'll serve the church with the same dedication he has till now, but will do so in a way "more suitable to my age and my strength." Benedict, 85, will spend his last years in prayer, meditation and seclusion in a monastery on Vatican City's grounds.

He has one more public appearance, at his weekly audience on Wednesday in the square.

Jamie Dupree's Washington Insider: Questions about automatic budget cuts

There are a lot of unknowns about the $85 billion in budget cuts known as the sequester which will kick in on March 1, and that's reflected in the questions coming in from readers and listeners, so let's go through a few that were in my inbox. ?One big issue, why do the cuts have to be across the board?

"Wouldn't it truly be up to the departments as to how to implement the cuts?" asked @soonertravis on Twitter.

That may make sense in the abstract, yes. The Congress would give the Pentagon a basket of money and the military would decide how to spend it, or it could be the Department of Transportation or Commerce.

But that's not how things work.

Instead, federal agencies must spend money as the Congress instructs, and these cuts are across the board in almost all spending areas, so everything must be cut by an equal amount.

Obviously, that means nothing is prioritized in terms of what is important and what can be chopped.

Some lawmakers have suggested approving a plan to give federal departments that kind of flexibility for the rest of this fiscal year, but it hasn't received a lot of support in the Obama Administration.

"I don't think it would help that much this far into the fiscal year," said Defense Undersecretary Robert Hale. "I think it's a bad deal, the flexibility."

Now on to one of the biggest stories of the past few days, the plans to furlough over 700,000 civilian defense workers at the Pentagon.

"Are the employees being furloughed with pay?" asked @upyouns.

As of now, no federal employees would be furloughed with pay, because the goal is to save money by furloughing them. ?For example, the Pentagon would save $4.86 billion by forcing civilian defense workers to take one furlough day a week from late April until the end of the fiscal year in September.

But - and this is important to note - in the past when federal employees have been subjected to furloughs because of budget fights or government shutdowns, often the employees got the days off and then were given retroactive pay, even though they didn't work.

"(A)re these real furloughs or are they being done for theatrics?" asked @code192man.

That is an issue for some in the Congress, who wonder if the they are hearing about a worst case scenario that won't really happen from some federal agencies, like the Pentagon. Soon enough, we should know the details of what will have to be cut by each agency.

Another oft-repeated question is, how can anyone know that $85 billion will be cut when the Congress hasn't passed a budget in four years?

"You're reporting from a "budget plan"- there's been no budget passed/approved for 4 years," said an aggravated @RufusKG on Twitter.

Sigh. This one almost needs its own page on snopes.com.

Please stick with me on this, because it is not really confusing.

What hasn't been passed for four years in Congress is a "budget resolution," which is a non-binding document that sets out the parameters of the budget. That resolution does not have the force of law. It is not signed by the President. ?It merely is a framework for the budget.

But, even if that budget resolution is not approved by the House and Senate, Congress can still vote on the spending bills for the federal budget, and that's what lawmakers have done, okaying omnibus budget bills and/or a stop-gap funding resolution to keep the government running.

But even when I tell people that, they tell me I'm still wrong.

Here is the omnibus budget bill that was approved in late 2011 - http://1.usa.gov/VvWADY?- read through it, and you will see that it funded the operations of the federal government for the Fiscal Year 2011.

And right now, the federal government is running on a temporary extension of what is basically that plan, funded at $1.047 trillion for the discretionary side of the budget (everything outside of Medicare and Social Security.)

So, yes Virginia, the budget has been approved by the Congress (it runs out on March 27). ?But, there is no non-binding budget resolution.

As for whether the sequester will mean $85 billion in cuts, it depends on who crunches the numbers as to how much is really cut this year, but there will be cuts.

Here is what the Congressional Budget Office has said about how much would be saved:

The provisions of the Budget Control Act that established automatic procedures to restrain discretionary and mandatory spending are set to take effect on March 1; if fully implemented, they will reduce total funding in 2013 by $85 billion. (The American Taxpayer Relief Act delayed the reduction by two months and reduced it by $24 billion.) CBO estimates that, in 2013, discretionary funding (which is provided through annual appropriations) will decline by $71 billion and funding for mandatory programs (which is not subject to annual appropriations) will be reduced by $14 billion, as a result of those procedures. By CBO?s estimate, budgetary resources for defense (other than spending for military personnel) will be cut by around 8 percent across the board, and nondefense funding that is subject to the automatic reductions will be cut by between 5 percent and 6 percent. ?According to that estimate, discretionary outlays will drop by $35 billion and mandatory spending will be reduced by $9 billion this year as a direct result of those procedures."

?

In other words, while the budget will drop by $85 billion overall, actual spending (outlays) will only go down by $35 billion on the discretionary budget and $9 billion on Medicare/Social Security because of previous spending decisions by the Congress.

We have time for one more question, and it's on a lot of minds.

"How about Congress? Do they get furloughed?" asked one of my listeners.

The answer is - no.

Elected officials and senior administration officials who had their nomination confirmed by the U.S. Senate cannot have their pay docked during a furlough.

One top defense officizal said last week that he would give up part of his check if furloughs go into effect; for Rep. Darrell Issa (R-CA), it won't matter, as he already gives his entire salary to charity.

As for cuts in staff at the congressional level, the details would be different for every lawmaker and each committee in the House and Senate, depending on how much was being spent so far this year.

He is averaging 15.1 points this year, on 45.0 percent shooting and, most important, 39.0 percent 3-point shooting.

To get him, the Milwaukee Bucks gave up only reserve guard Beno Udrih, rookie shooter Doron Lamb and small forward Tobias Harris, also taking back Gustavo Ayon and Ish Smith.

There was activity on this day. But it was mostly clerical, and mostly involved the shuffling of little-used bench guys from one team to the other.

Why the Charlotte Bobcats, for example, felt the need to deal Hakim Warrick (7.0 points in 17.9 minutes) to the Orlando Magic for Josh McRoberts (3.9 points in 16.7 minutes) remains a mystery, but it was that kind of deal that typified a day on which Ronnie Brewer, Dexter Pittman, Eric Maynor, Hamed Haddadi, Anthony Morrow, Jeremy Tyler, Dahntay Jones and a cast of dozens were dealt in remarkably minor deals.

Which left two teams very much involved in the Eastern Conference playoff race standing as the winners in this massive shuffle?the Bucks, because they got Redick, and the Heat, because no other contender in the East, or West, did anything of significance.

Try as they did to get Smith, the Bucks wound up with a decent enough consolation prize in Redick.

One of the chief problems with the team has been the over-reliance, offensively, on the backcourt of Monta Ellis and Brandon Jennings. Both players can score, but neither does it very efficiently. Jennings shoots 40.3 percent from the floor but does make 37.0 percent of his 3s, which is a big step up from Ellis? shooting numbers (39.9 percent, 22.8 percent from the 3-point line).

If you?re not going to get good offense from both guys, it?s tough to justify how much having two point guards costs you on defense.

That?s where Redick comes in, able to fill in at shooting guard while either Jennings or Ellis rests, allow the Bucks to rein in their need to go with two point men. The Bucks are 21st in 3-point shooting at 34.8 percent, and they should improve there immediately if Ellis sacrifices some of his perimeter bricks and allows more shots for Redick.

Milwaukee is 26-27 and, having lost eight of their last 10, the Bucks needed something to change up their fortunes.

Redick will help them fend off the hard-charging Raptors in the East, as well as the Sixers, who could get Andrew Bynum back at some point in the stretch run. Milwaukee is only a game behind the Celtics for the No. 7 seed, and has already won the season series with Boston.

But it is at the top of the East where deadline day had its most satisfying result for a team.

All the Heat did was unload Dexter Pittman, creating a roster spot in case a veteran big man shakes loose in a buyout.

But consider the top of the East beyond Miami: The Knicks did nothing but give away and sign Kenyon Martin, the Nets were not able to pull together a package for Smith or Pierce, the Celtics added only Jordan Crawford, the Pacers missed on Redick and, now, the Bulls are undergoing some internal strife. Any chance for a potential threat to the Heat to arise on deadline day vanished.

If there is reason for confidence from Miami in its quest to win the East, the Finals aren?t looking bad, either. Talk of the Spurs, Thunder or Clippers making upgrades went nowhere, too. They all stood pat, and while the winner of the West does not figure to be a pushover in the Finals, assuming Miami gets there, there is no question the Heat would be favored over any of those three teams in a potential NBA championship series.

A very quiet day, then, yields one team with a much better shot at earning the East?s final playoff spot. And keeps in place a cakewalk to the Finals for the defending champs next spring.

Petition to legalize phone unlocking reaches goal

A Whitehouse.gov petition to rescind the recent decision making personal unlocking of cell phones illegal has reached the 100,000 signatures necessary for an official response from the administration.

Unlocking is the process of removing carrier restrictions on a device; For instance, a phone bought at Verizon might only work on its network, even if its hardware is compatible with AT&T's network. By unlocking it, a user could take their phone to another network and avoid having to buy a new one.

Various carriers took different approaches to unlocking phones, some offering unlocked phones out of the box, some making the process a chore. But if you wanted to do it, you generally could.

That is, until October of 2012 brought a decision from the Librarian of Congress that, under the Digital Millennium Copyright Act (DMCA), unlocking your own phone was technically illegal, and could only be done with carrier permission. A 90-day grace period allowed one last chance to unlock, but ended on Jan. 26, at which point it became forbidden by law.

The decision was criticized widely by groups such as the Electronic Frontier Foundation for removing consumer options for no good reason. Owners of phones, they argued, should be able to do whatever they like with them ? from installing custom software to unlocking the device for new carriers.

Shortly before unlocking became officially illegal, a petition on the Whitehouse.gov We The People site was started, asking for the decision to be rescinded, or if that wasn't possible, to pass a law allowing phone unlocking. With just two days left before its expiration, it hit the 100,000-signature mark that means the administration will issue an official response.

It's doubtful that unlocking will be made legal again in a hurry (such legislation would certainly take time), but at the very least, it is clear that many are concerned about this perceived misstep in tech governance.

Liz Carmouche never planned to be a role model, but now is relishing the job

TORRANCE, Calif. -- On Saturday, Liz Carmouche will be one of the first women to fight in the UFC. Along with bantamweight champion Ronda Rousey, Carmouche will make history. Her status as a main event fighter has translated to a brighter spotlight on Carmouche, a soft spoken but confident woman.

She thanks her opponent for that increased spotlight, but doesn't think she could follow in Rousey's foot steps. If Carmouche takes the belt on Saturday, she doesn't expect to be nude on ESPN the Magazine's Body Issue, as Rousey was in 2012.

"I'm sure there will be some attention, but if I win, you won't see me doing poses on magazine covers. It's not my personality," Carmouche said.

But she knows the kind of attention Rousey brought with the ESPN cover and her outspoken personality is what helped women get to the UFC. She said what will continue to help women's MMA grow is for other female fighters to be themselves when selling fights. If that means gracing the covers of magazines, go for it.

"It depends on how comfortable they are doing it. I don't think anyone should try to put themselves in a situation or push themselves out of the zone that they don't feel comfortable and safe in. If that's something she can do, great, because I couldn't do it. I'm too insecure to do that. But if they can, absolutely do it. If not, just be yourselves. Our personalities and our stories should be able to win people over."

Carmouche couldn't always be herself. She served in the Marine Corps for five years. Her three tours of duty in Iraq happened while the military was still under the "Don't ask, don't tell" policy. It's since been repealed, but Carmouche had to stay closeted about her sexuality for so long.

As a trailblazer for both women and the LGBT community, Carmouche has fallen into the job of role model. She says it's something she never sought out, but now is happy to be in that role.

"To be closeted for so long was so difficult. I never planned to be in the place I am today, but for it to have fallen into place is an honor. I've heard nothing but positive feedback and support. I want to be somebody they can look up to so that they can come out."

The Handful of Countries Without a Minimum Wage

In a surprising move, President Obama proposed during the State of the Union address to increasing the federal minimum wage to $9 an hour. A perpetually controversial issue, the minimum wage remains a flashpoint between progressives and conservatives, with proponents saying it keeps full-time workers out of poverty and opponents arguing it increases unemployment.

As the map above shows, only a handful of countries lack minimum wage laws. Most countries have a minimum-wage law or agreement. In many cases, those laws guarantee a minimum wage only to workers in certain industries or locations. And many countries with minimum-wage laws struggle to enforce them.

Syrian TV says 53 killed in Damascus car bomb

DAMASCUS, Syria (AP) ? Syrian state TV says 53 people were killed and more than 200 wounded in a car bomb attack near the headquarters of the ruling Baath party in central Damascus.

The bomb was one of at least three attacks in the heart of the city on Thursday. A second blast shook another neighborhood and mortar rounds exploded near the Syrian Army General Command.

The Britain-based activist group the Syrian Observatory for Human Rights said 42 had been killed in the car bombing, most of them civilians.

The difference in the death tolls could not be immediately reconciled.

I have a good friend who hasn't had a girlfriend in the ten years that I've known him.

He and I talk a lot about sex and relationships, and half of the time, he cannot keep a straight face, almost like a teenager, embarrassed by our honest, mature conversations. Other times, we have these very insightful conversations about love, life and relationships. We talk about the breakdown of monogamy in modern society and the fallacy of marriage ? things I love to discuss.

Recently he admitted that he's afraid of letting his guard down, afraid of rejection, afraid of getting his heart broken into pieces, of liking someone more than she likes him. We always talk about the downsides of relationships, but the bottom line is that while I have been in relationships for the last 20 years, he has been single for at least 12.

He is afraid of relationships for very different reasons than I've ever been. Historically, I've been afraid of losing my independence or yielding to someone who takes the relationship and me for granted too soon. He is afraid of rejection. I guess it's the same difference, though. I guess we have all been reluctant to trust others at some time in our lives.

But then, more was revealed. I surmised that he went for the less attractive girls to boost his self esteem so he wouldn't get rejected. He agreed. He admitted he would give girls his number despite having no intention of ever following up, except perhaps for sex.?His fear of commitment is actually a fear of rejection. Deep down he would love to be loved, appreciated and understood, but he fears rejection from the girls he is most attracted to.

So instead, he throws little bits out there to the ones he is really attracted to but then runs away, thereby avoiding rejection. He flirts and gives his phone numbers to girls he has no intention of calling, unless its just for sex. He says he is happy being single, and for the most part he really truly is. Because single is safe. Single is free. Single is fun. And, in his case, single has the upper hand.

He has also said that when he falls for someone, he falls really hard, and he doesn't want to be the one who falls harder than the other. He's afraid of losing himself, afraid of losing control, afraid of losing the upper hand, afraid of rejection and, in return, he gets his needs met by having one-night stands and "f*ck buddies," no-strings-attached and "friends with benefits" scenarios.?

I call this a fear of commitment ... and he is not alone. Fear of commitment is just a self-protective mechanism, a tough exterior, a mask made for the manliest of men (and lotsa ladies too) to hide from and ? in some case? ? bury the sensitive, vulnerable side which ultimately must reveal itself in order to fully give and receive love in a way that truly matters.
